Nick Haralambopoulos
Director
I have a Master’s degree from Monash University, Australia, have lived and worked in Australia, Greece and the UK, plus worked in South Eastern Europe (e.g. Bulgaria, Cyprus, Romania, Western Balkans), in former Soviet Union countries (Azerbaijan, Georgia, Kazakhstan, Ukraine) and others.
ECA is a small company so fosters a culture of belonging, commitment and teamwork. All staff are encouraged to participate and contribute in all aspects of work and can share and develop ideas with colleagues. I have managed an electricity tariff study in Cyprus, advised the Northern Ireland, and Greek regulators on comprehensive changes to the revenue and pricing regulation of electricity transmission and distribution, plus helped develop gas pricing options for Egypt and Vietnam. An additional area of involvement has been EE work, where I have managed the EBRD’s “EE Framework – Policy Dialogue” in the Western Balkans.
Presenting to clients is an important part of our work and in many cases represents the most effective means for communicating our methodologies, findings and recommendations. Clients include ACER, EAC, EBRD, HRADF, the Natural Gas Authority of Israel, NIAUR, RAE in Greece, plus the World Bank. I have worked on projects in Albania, Bosnia & Herzegovina, Croatia, Cyprus, Egypt, Macedonia, UK, Greece, Israel, Kosovo, Serbia, Northern Ireland, Ukraine and Vietnam.

Tatiana Tumenggung

I am an Indonesian born Kiwi, and have lived and worked in Jakarta, New Zealand and Australia. I did Bachelor’s degrees, in Art (Philosophy) and in Engineering (Mechanical) at Auckland University and a Master’s degree in Public Policy & Management in Monash University, Australia.
ECA has encouraged me to take on new responsibilities and challenges me to develop my own solutions. Having the freedom to think outside the box and debate with more experienced staff has helped build my confidence as a consultant. I work mostly on water sector projects, including solutions to finance water supply and sanitation infrastructure, tariff studies and policy development, plus water resource management and development. But also on gas demand-supply modelling, market and security of gas supply analysis and policy development, plus the electricity sector, always learning! Clients include the World Bank, African Development Bank, EBRD and Asian Development Bank. We work closely with government departments and regulators in the project country. I often present to clients and participate in workshops and there is always support from more experienced members of the team.
I have visited Zambia, Zimbabwe, Sierra Leone, Uganda, Indonesia and Fiji for work, other country work includes; Kenya, Tanzania, Rwanda, Ethiopia, Bulgaria, Macedonia, Israel, Australia and Iraq.
The best thing about working at ECA? The working environment, despite a huge turnover of projects it is never stressful. Work-life balance is highly encouraged and I am loving it!

Andrew Tipping
Technical Director
From New Zealand, studied real estate and commerce, majoring in finance and going on to spend 3 years working in investment banking. Then onto the UK to study international development at the LSE and joined ECA in 2011.
Work here is intellectually stimulating and challenging, plus fun and we are all constantly learning. There is a mixture of technical and professional skills; technical – power market development, RE promotion regulatory frameworks and tariff calculations; professional – report writing, project management, economic and financial modelling. With a background in finance, I tend to work on projects with financial angles, such as financial modelling, or financing of investments. But I also work on a full range of projects in energy and water, including business model development, regulatory frameworks and governance. Clients tend to be the large multilateral development organisations, the World Bank, Asian Development Bank, EBRD, but also regulatory agencies, or consumer bodies.
My work has covered Bhutan, Djibouti, Egypt, Kenya, Lesotho, Macedonia, Moldova, Mozambique, Philippines, Tanzania, Uganda, United Kingdom, Vietnam, Zambia, Zimbabwe, with others lined up for the future!
The best thing about working at ECA? A great blend between interesting work and a friendly, open team environment. Always variety in the projects and variety in the team dynamic in the office – laughter is regular!

Eleni Adamopoulou
Managing Consultant
I moved from Greece to the UK to study Economics and got a Bachelor’s degree in Economics from the University of Southampton, plus an MSc in Health Economics from the LSE.
I work with some of the brightest people in the industry with many years’ experience and worldwide recognition. Work is varied, from conducting research on the Bulgarian electricity market, to attending meetings in Zimbabwe to discuss solar electrification. I work on energy related projects, specialising in RE and power markets, including tariff estimation, cost-benefit analysis, feasibility studies and regulatory framework analysis, plus gas policy development projects. ECA Directors usually present findings to clients, but all consultants participate in business trips and contribute to meetings. I have worked in the Western Balkans, Eastern Europe and Africa.

David Williams
Director
I have a degree in Mechanical Engineering from Bath University, worked on RE projects in Asia, then took a Masters’ degree in Energy Policy at the Exeter University. I joined ECA in 2013.
ECA has broadened and my knowledge of the economics and policy of the energy sector. With a huge amount of expertise held by fellow staff members, opportunities to learn new skills arise on most projects. There is no typical project, I have worked in EE regulatory development in the West Balkans, on the impact of market coupling for the UK, on RE tariffs in Kazakhstan and on gas utilisation in Ghana.
Presenting is one of the most enjoyable aspects of a project and personal interaction with clients helps cement working relationships. Client types have spanned government departments, industry regulators and project lenders. I have worked on projects in the UK, the West Balkans, Indonesia, Vietnam, Kazakhstan, Rwanda and Ghana.

Adrian Pilco

I’m from Ecuador, studied Philosophy, Politics and Economics at the University of Manchester, plus a Masters in Local Economic Development at the LSE, and joined ECA in September 2021. Working at ECA is very rewarding and fast-paced, although you can always count on people here to support you along the way.
I believe that ECA has allowed me to expand my skill set considerably. I have learned the ins and outs of the Electricity Sector, of which I already had some insights in the engineering side, but with an economic lens. This, as well as engaging with clients in presentations and consultations, has increased my confidence as a consultant and my perceptiveness as an economist. I’ve been mainly working in projects regarding Energy Access and Investment Planning. Most of my work so far has involved data analysis and quantitative work, including the development of Feasibility Studies, database management, plus quantitative analysis on electricity consumption patterns, demand forecasts and tariff design. But I’ve also supported qualitative research and stakeholder consultations for the development of a Strategic Plan, which I found quite stimulating. So far, I have worked in projects in Ghana, Kyrgyzstan (both of which I have also visited!), Laos, Namibia and Papua New Guinea, as well as regional studies mainly in West and Sub-Saharan Africa.
The best thing about working in ECA? The chance to work with brilliant and very fun people! But also, the flexibility and openness at ECA, which creates a relaxing yet fulfilling environment where I can learn from my colleagues, and from clients too.

I’m Greek with a BSc in Philosophy, Politics and Economics from King’s College London, plus an MPhil in Economics from the University of Oxford, I am also finishing an LLB in Law from the University of Athens. I joined ECA in September 2021.
The word that sums up my experience at ECA so far is ‘fulfilling’; within only a few months, I have explored the electricity and water sectors, through both regional and worldwide projects. I have also had the opportunity to conduct numerous interviews with stakeholders from all over the world, which has been extremely rewarding, as I get to discover how things are on the ground and compare it to the results of my desk-based research. I have mainly been involved in the Energy Access and Water sectors, particularly regarding rural electrification through off-grid and mini-grids, as well as water supply in areas that are not covered by utilities. Some other topics that I have enjoyed working on include; public institutions’ electrification, public funding mechanisms for off-grid solar, international case studies regarding e-mobility in small island states, as well as regulatory frameworks for mini-grids.
The best thing about working in ECA? I get to work on insightful projects alongside supportive colleagues that are always happy to give me spontaneous mini tutorials on sectors that are new to me! ECA also offers a flexible environment that allows me to have work-life balance, as well as pursue my Law degree.
