ECA just concluded a multi year capacity building project funded by EBRD for the Albanian gas TSO, Albgaz, by conducting a 2-day online workshop on the implementation of the gas transmission tariff regulations. Over the last two days, Fred Beelitz, Scott Edmonds and Richard Holcroft presented our views and recommendations on allowed revenue methodologies and tariff structure in line with the EU Network Code on harmonised tariffs. During the assignment we also advised on a suitable CAPEX planning approach, drafted the Network Code for the Albanian transmission system and advised on a reorganisation of the TSO.
