The EBRD has contracted ECA to extend its assistance for the creation and implementation of an Energy Efficiency Obligation (EEO) scheme in Croatia. EEOs oblige utility firms to deliver energy savings from energy efficiency measures to benefit end consumers and by doing so play an important role in delivering the European Union’s 2020 targets under Directive 2012/27/EU (“Energy Efficiency Directive”). ECA and its partners have been involved in supporting numerous governments within the EU and Energy Community in evaluating the potential role of an EEO scheme in their markets, ensuring scheme designs learn from international best practice, and providing recommendations tailored for the local context.
