ECA has been appointed by the Agency for the Cooperation of Energy Regulators (ACER) to document and assess the methodologies employed by EU Member States to determine the allowed revenues of gas transmission system operators. The objective is both to assemble a comprehensive and structured knowledge base of the various approaches used, and to identify the relative strengths and weaknesses of the respective frameworks given typical revenue setting aims such as efficiency, fairness, simplicity and transparency.
