ECA was recently engaged by the Energy Regulators Regional Association (ERRA) to investigate the approaches used in 20 of its Member Organisations for regulating the revenue of electricity transmission and distribution system operators. This was a wide-ranging review covering all elements of the revenue-setting process, including the governance arrangements employed, the overarching methodology for controlling revenues, the approaches used for determining each element of the system operators’ revenue requirement, and the nature of regulatory adjustments to pre-set revenues or tariffs.
