Agence Française de Développement assisted the Government of Ethiopia to set up a 120 MW wind farm at Ashegoda in the Tigray region in the north of the country over the period 2006-2014. ECA has been selected to carry out an ex-post evaluation of the project, applying the standard OECD-DAC criteria (relevance, effectiveness, efficiency, impact and sustainability) plus an assessment of the value added of AFD’s intervention.
