Under the auspices of EBRD’s Regional Energy Efficiency Programme (Plus) managed by ECA, we have been appointed together with partners BRE to support the Ministry of Infrastructure and Energy to harmonise and implement a subset of its secondary legislation with the requirements of the EU’s Energy Performance of Buildings Directive (EPBD). This follows from previous assistance with developing the corresponding primary law, which was adopted by Albania in November 2016.
