ECA, leading a team including RIAA BG and SH Consultants, is supporting the Afghan government in finalising its regulations and policy for PPPs and the development of a pipeline of project opportunities as well as conducting pilot pre-feasibility studies. Afghanistan is in desperate need for investment in infrastructure and PPP offers a potentially major source of financing despite the obvious challenges. The support is funded by the World Bank and will build on the experience of the recently-completed Kandahar power distribution PPP in particular.
