ABOUT ECA / TEAM
Alexis is an economist with 30 years’ experience in energy sector consulting projects, with a focus on electricity market restructuring, operation and regulation, investment project appraisal, plus energy planning and policy development. Prior to joining ECA, he worked with LDK Consultants for 30 years, where he was leading the company’s specialised team on energy sector economics and regulation. He has provided consulting services, plus participated in various types of studies and technical assistance projects funded by international, state and private institutions, in over 20 countries in Central and Eastern Europe, Central Asia and China. Alexis holds a BA and a MSc in Financial Economics.
Alexis was the team leader in a series of 2 successful technical assistance projects, funded by the EC, providing support to the Energy Regulatory Office in Kosovo over a period of 7 years. He also participated as a member of the expert team and project manager in 2 EC funded projects, that led to the signature of the “Athens Memorandum” and eventually the establishment of the Energy Community. Alexis was also a member of expert teams designing and preparing rules for the operation of the electricity markets in Greece, Cyprus, Bulgaria and Bosnia & Herzegovina. He has participated in the preparation of sector specific primary and secondary legislation, including for the implementation of the Third Energy Package of the EU, in Greece, Cyprus, Moldova and Kosovo.
