The IFC has published a report written by ECA reviewing electricity tariffs and frameworks for distributed generation in six Southern African countries (Botswana, Malawi, Namibia, South Africa, Zambia, and Zimbabwe), focused on the commercial and industrial sectors. Frameworks to promote distributed generation are at different levels of development and implementation across the six countries; net metering in particular requires additional development (with Namibia presenting the most robust framework today). However, net metering frameworks need to be handled with care around utilities, with appropriate pricing of units sold to the utility necessary to ensure they can be convinced that such frameworks need not be loss-making for them.
