With the support of ECA, the Energy Community Secretariat and European Bank for Reconstruction and Development (EBRD) today published a new set of Policy Guidelines for the region’s development of Energy Efficiency Obligation (EEO) schemes. EEO schemes are the European Union’s flagship measure for incentivising energy savings by end-users under Article 7 of the Energy Efficiency Directive. The Policy Guidelines, developed by ECA and the Regulatory Assistance Project and informed by a range of sector experts, are tailored to the Energy Community and EBRD countries of Operation, addressing specific barriers and recommendations for EEO scheme success.
