Support to the Utility Regulator on CMA referral of price control

ECA has been appointed to assist the Utility Regulator with the referral made by one of three gas distributors in Northern Ireland, Firmus Energy, to the appeal body, the Competition and Markets Authority (CMA), regarding the price control decision for the period 2017-2022. ECA will focus mostly on two grounds of appeal relating to the setting of allowances for operating expenditure and connection incentives (per connection allowances for domestic owner occupied premises intended to promote the development of the gas network and encourage customer switching to gas from alternative fuels). ECA will also provide more general economic and regulatory advice to substantiate and explain the Utility Regulator’s approach to the price control.
