As part of our framework agreement under the EBRD’s Regional Energy Efficiency Programme (REEP) for the Western Balkans, ECA is supporting the Ministry of Mining and Energy in Serbia develop its policy mix for transposing the requirements of Article 7 of the EU’s Energy Efficiency Directive (Directive 2012/27/EU). As a member of the Energy Community, Serbia is obligated to transpose an amended version of the directive, of which Article 7 sets quantified targets for end-use energy savings. Our work involves undertaking a qualitative and quantitative review of the main policy options for achieving the targets, including an Energy Efficiency Obligation scheme, providing recommendations as to the most suitable policy mix for Serbia and supporting in the design of the selected option.
