Since July 2013, ECA has been managing the ‘Energy Efficiency Policy Dialogue’ in the Western Balkans on behalf of the European Bank for Reconstruction and Development. The purpose of the ‘dialogue’ is to support legislators and investors to eliminate market barriers to energy efficiency, and accelerate the take-up of energy services. In this context, ECA was recently appointed to assess the current status of implementing the EU’s Energy Performance of Buildings Directive in Albania, to identify gaps in the existing framework and to prepare a roadmap for effective implementation.
