MICHAEL WAGNER

Technical Director

Michael has over 25 years experience in the energy sector covering market design, trading, due diligence, strategy, energy policy and regulation. Recently his work has been increasingly focussed on delivering the transition to a low carbon energy sector.

He has significant experience in the regulation and design of energy markets and subsidy regimes. He led the delivery of the gas network price controls for the UK Regulator, including development of regulation and incentives around green gas and hydrogen. He has been involved in the design and development of renewable subsidy regimes in multiple countries and work on the regulation and trading of emissions, including as an advisor to the UK Government’s Emissions Projections Panel.

An expert in energy market modelling and price forecasting, he has provided commercial analysis supporting business development and M&A activity covering over £10bn of energy assets. He has significant experience in energy market trading and risk management, managing the commercial optimisation and operation power plant portfolios with exposure across electricity, gas, coal, carbon, shipping and FX markets.

Michael is a strategic thought leader who has provided advice to Governments and utilities. This has included advising on the development of major infrastructure such as the development of the European Hydrogen back bone, and investment in electricity transmission systems to support growth in renewable generation and electrification of demand. He has also provided strategic advice to a wide range of utilities, supporting them reshape asset portfolios, build new commercial offerings, and build organisational capabilities.

Michael joined ECA in 2025 as a Technical Director, supporting projects across energy regulation, energy markets, and investment planning.
