RAY TOMKINS

Chairman

Ray founded ECA after a career in academia and a director of other consulting companies. He has extensive experience of economic analysis, policy and modelling, having had a particular focus on energy issues in the gas and electricity markets. Before setting up ECA he was a Director of London Economics responsible for the international utilities team. Prior to that he was a Director of Environmental Resources Management (ERM) for five years (where he set up the ERM Energy business) with responsibility for policy, economics and energy. He had previously been a lecturer in the Management School at Imperial College, London, where he taught post-graduate students, set up one of the first Masters courses in energy policy, and directed energy policy research.

Ray has worked on over 200 projects for private and public sector clients, covering a wide range of topics including market analyses, project investment support, national energy planning, energy policy, utility economics and modelling, gas and electricity markets, environmental economics and policy evaluation. He has advised more than 20 regulators and consulted to public and private sector clients in over fifty countries in Europe, Asia, the Middle East, Africa, Australia and Latin America.
