DAVID WILLIAMS

Director

David has over 15 years’ experience as a consultant in the sustainable energy sector. He holds university qualifications in energy policy, economics and engineering tracking a career which has provided advice on matters related to low carbon energy policy, regulatory frameworks, technical assessments and institutional design to numerous governments, international development banks and commercial entities internationally.

Prior to joining ECA, after a short period of work at Enron Energy Services concentrating on energy efficiency service offerings, David spent over 8 years at GL Garrad Hassan renewable energy consultancy, including as a Principal Consultant for Strategy and Policy. In his various roles David has led consulting assignments to advise government departments, regulators and private entities on matters of sustainable energy policy in various markets across Europe, Asia and Africa. David has particular expertise in the design and implementation of market-based mechanisms for energy efficiency and renewable energy promotion and integration.
