ECA are delighted to be working with the Office of Utilities Regulation (OUR) in Kingston, Jamaica for the review and implementation of new rate designs for the next regulatory period (2024-2029).

OUR, established in 1995 by the Office Utilities Regulation Act, regulates utility services in Jamaica, encompassing electricity, telecommunications, water, and sewerage.The aim of this project is to enhance capacity within the OUR for modern electricity tariff development, review the rate designs for the new regulatory period, and help with the implementation of the updated rate designs.

The study aims to analyse Jamaica’s energy sector policies, stakeholder expectations, and electricity sector challenges; assess whether JPS’s tariff structure aligns with system costs and stimulates desired customer behaviour; determine if a new rate design toolkit is necessary to optimize cost reflection, customer response, and technological integration; and provide strategic recommendations to the OUR for implementing any required changes to the rate structure.
