ECA was engaged by the Energy and Water Utilities Regulatory Authority (EWURA) to develop a comprehensive electricity cost of service and tariff design study. The assignment also included recommendations on energy efficiency and time of use tariffs for future inclusion in the tariff structure, and a significant capacity-building component.
