ECA has been contracted by the Swaziland Energy Regulatory Authority (SERA) to develop a comprehensive electricity cost-of-service study for Swaziland. The work includes the preparation of a least-cost generation and transmission investment plan, allowed revenue forecasts, the development of a revised set of tariff structures, tariff setting methodologies and the determination of end-user tariffs.
