David joined ECA in summer 2013 as a consultant with over a decade of experience working in the energy sector. David holds university qualifications in energy policy, economics and engineering tracking a career which has provided advice on matters related to energy policy, regulatory frameworks, technical assessments and institutional design for the electricity and gas sectors to numerous governments, international development banks and commercial entities internationally.

Prior to joining ECA, after a short period of work at Enron Energy Services concentrating on energy efficiency service offerings, David spent over eight years at GL Garrad Hassan renewable energy consultancy, most recently in the position of Principal Consultant for Strategy and Policy. In his various roles David has led consulting assignments to advise government departments or regulators on matters of sustainable energy policy in the UK, Ireland, Canada, Thailand, South Africa, Lebanon, Croatia and Serbia among others. Recent highlights include managing the development of policies and regulations for Croatia and Montenegro on   Energy Efficiency Obligation schemes and demand-side response market measures to be compliant with European directives.

Prior to working in the policy field, David spent four and a half years based between Bristol, Tokyo and Beijing, conducting or managing production analyses for over 4 GW of proposed or operating wind farms across more than 70 sites in the world’s most dynamic renewable energy markets.
