We are assisting the European Bank for Reconstruction and Development (EBRD), develop a Roadmap for the effective implementation of EEO schemes in its Countries of Operation. EEO schemes place a quantitative obligation on energy utilities for the delivery of verified energy efficiency measures by final consumers. Such schemes have many years of successful application in various jurisdictions around the world but remain largely new in Eastern Europe. ECA’s assistance (with the support of the Regulatory Assistance Project) is intended to identify common barriers and mitigation options in order to ramp up energy efficiency investment driven by these EEO schemes. The work is being undertaken as part of EBRD’s Regional Energy Efficiency Programme (Plus) managed by ECA.
