The Consumer Council for Water (CCWater) recently published a report it commissioned from ECA to help inform the debate on the cost of capital in Ofwat’s next price review (PR19), which will set the prices that the England and Wales water companies can charge for the period 2020 to 2025.  Commissioned and completed prior to Ofwat’s draft methodology for PR19, ECA’s report focused on the emerging quantitative evidence from the current price control period and expected developments at PR19 that might affect the cost of capital.
