Under the auspices of EBRD’s Regional Energy Efficiency Programme (Plus) managed by ECA, we have been appointed together with partners BRE to support the Ministry of Environment and Spatial Planning in Kosovo to finalise a subset of its secondary legislation and, specifically, that relating to minimum energy performance standards to support practical implementation of the requirements of the EU’s Energy Performance of Buildings Directive (EPBD), and the corresponding primary law previously developed by ECA and its partners for Kosovo.
