Reform of Sri Lanka’s electricity trading arrangements

Sri Lanka’s electricity market follows a single buyer with utility-owned generators and IPPs selling to the transmission licensee. Although PPAs were supposed to be put in place between utility generators and the transmission licensee as part of previous reforms, this has not yet happened. ECA is now assisting the Public Utilities Commission of Sri Lanka in drafting these PPAs as well as developing regulations governing the pricing of new PPAs that may be entered into in future.
