PetroChina International has engaged ECA to provide information on how the rules for trading Levy Exemption Certificates (LECs) awarded to generation from outside the UK may change with current market developments. The analysis produced will inform PetroChina International of likely compliance requirements for evidencing UK consumption of such LECs to Ofgem who administers the CCL exemption for renewables scheme on behalf of HMRC.
