Under the auspices of the ‘Energy Efficiency Policy Dialogue’ in the Western Balkans being conducted by the European Bank for Reconstruction and Development (EBRD), ECA has been tasked with the development of a framework for the implementation of utility energy efficiency programmes in Croatia and Montenegro. The purpose of the schemes is to require obligated energy companies to meet quantitative energy saving targets by delivering or procuring eligible energy savings produced by implementing approved end-use energy efficiency measures. In the case of Montenegro, ECA is also required to develop a framework for the introduction of energy efficiency criteria in the design of network tariffs and regulation, consistent with relevant EU directives.
