ECA, together with Trémolet Consulting, will work with NWASCO to develop a strategy for regulating sanitation services in Zambia. We will review the current arrangements for setting sanitation tariffs and other regulations related to sanitation; determine how effective the current arrangements are; plus design a plan for improving the arrangements to help strengthen NWASCO’s capacity. The work will also include a series of hands-on capacity building activities to enhance the economic, technical and policy skills required for implementing policies and managing sustainable regulatory systems. These activities will be designed and selected to supplement and complement the recently concluded assistance provided by USAID/Sustainable Water and Sanitation in Africa (SUWASA), which covered corporate governance and tariff setting.
