The Kazakh Government developed a new renewable energy law in 2009 and a revision proccess is currently in its final stages to include a shift to a fixed Feed-In Tariff to incentivise renewable energy. The MoEP has requested the EBRD to provide assistance in ensuring that the proposed Feed-In Tariff strikes the right balance between social protection and ensuring the bankability of renewable energy projects. Within the framework of the Sustainable Energy Action Plan (“SEAP”) agreed between the EBRD and the government of Kazakhstan, ECA is acting as consultants to support MoEP in undertaking this assessment.
