ESCOs framework

The objective of this assignment is to support national legislators to improve the legal framework in the ECT Contracting Parties from Serbia & Montenegro and Bosnia & Herzegovina, enabling ESCO/EnPC projects in the public sector. This is broken down into the following sub-objectives: to identify remaining regulatory barriers to fully flexible use of EnPC mechanism for public buildings; to recommend to national legislators any amendments to the regulatory framework required to address identified barriers; to support national inter-agency working groups by preparing procedures, templates, legal clarifications, etc. for enabling EnPC projects; to support these working groups and relevant actors in formal approval procedures and working groups operationally; plus inform key stakeholders of these new procedures, raise their awareness and ensure understanding of the mechanism in order to ensure expanding the use of EnPCs in both Bosnia & Herzegovina and Serbia & Montenegro ECT Contracting Parties.
